Trash pick up is early am on Fridays with recycle pick-up on alternating Fridays.

Snow Removal

A private snow removal service will handle our community when the snowfall is approximately 2"+. This allows our streets to be cleared much faster because the city's focus is on major arteries before residential areas. Avoid parking vehicles on streets and cul de sacs during times of snowfall to allow the space for the plows to move the snow.

Sidewalks located along the street are the individual residents' responsibility to keep clear of snow and/or encumbrances per city ordinance.

Our private plowing service does the best they can to avoid damaging turf. It is recommended residents install their own snow stakes to assist the drivers plowing streets for homes located on cul de sacs and curves.

If there is a street drain located near your property, please keep it clear of ice and/or snow. It is a tremendous help to the plows to install snow stakes in the turf next to the drains to assist the plow drivers.

The snow plow/s are not responsible for removing snow that is pushed into the perimeters of the cul de sacs or snow that is pushed to the ends of driveways. It is the nature of plowing snow that it has to go somewhere. Thus, it will likely be plowed into less than ideal places, especially in circumstances of fast accumulation that results in multiple inches or feet of snow within a short time frame.

Residents are responsible for removing snow pushed to the ends of driveways and areas from the driveway leading into the street. At times this may result in a fair amount of snow that needs moved by residents.

Residents are responsible for removing snow around the mailboxes and connecting to the sidewalks and street. City ordinance also requires residents with sidewalks in front of their property to remove the snow in a timely manner.

Street corners may be salted in conjunction with the private plowing services. If necessary, due to unusual circumstances such as an ice storm, the street corners may be privately salted independently of the plowing services. Due to costs, the street corners are the only areas that may be privately salted. Salt is effective during certain weather conditions, however, it is not effective during periods of extreme cold temperatures.

Because of the expense for private snow and salt services, the association sets plowing criteria to help keep annual homeowners dues as reasonable as possible. We pay for private services as needed by the hour and there is not a "flat rate" per season regardless of the amount of snowfall. If the snowfall meets the 2" threshold for plowing and an additional 2" of snow continues falling, the plows will be back a second time. It is better for the snowplow equipment to plow in 2" intervals due to the wear and tear, plus it takes fewer hours to plow in intervals rather than clear deep, wet, heavy snow.

If an intersection or area in the addition becomes slippery, but does not meet the requirements for the private plow to come out, 311 is an option to call or contact online.

Refrain from interfering with the snow removal vendor while they are in the community to get the work done. Our neighborhood is one of many clients and during particularly busy times, the plows are working to get to as many clients as possible at a fast pace.

Please be respectful of the vendors who plow and service our community. Chasing the vendors, profanity, obscenities, taunting and interference will not be tolerated. Do not contact the vendor/s directly, they will not respond to anyone other than the HOA.

Never blow or deposit snow into the street or cul de sac. This will result in a report to the authorities for violation of city ordinance that prohibits putting snow or other materials into a public right of way.

If you have a grievance, please follow the grievance procedure.

IF there is a valid issue that requires the plow/s to return for modification, as determined by the HOA and the vendor, there will likely be a time delay until the correction can be made. It is not always possible for a vendor to return until the next few day/s due to vendor schedules, staffing and weather conditions.

NOTE: Westchester Ridge does not generally receive the benefit of city snow plows. We do not have a hospital or school located directly within the boundaries of our neighborhood. Therefore, Westchester Ridge, like many HOA's hires private plows to handle snow removal. Other nearby neighborhoods may receive city plowing services; however, Westchester Ridge generally does not.

Grievance Procedure

Our community vendors and service companies strive to earn our business; however, occasionally problems occur. If you have a grievance pertaining to the neighborhood, please contact the association board via westchesterridge@gmail.com or US mail.

Please refrain from making public complaints on social media. The HOA requests that complaints be handled privately.

Complaints of a criminal and/or more serious nature should be reported to the proper authorities.

Be as thorough and timely as possible so any issues can be quickly addressed. Informal complaints posted only on social media, which is not the forum for addressing complaints, will most likely not be addressed by the board.

Our Board of Directors volunteer their time for the betterment of the community. Please be patient and respectful. The board is not "on call" and therefore it may realistically take some time, such as a business day or more before a grievance is received, investigated, discussed and a response prepared.

If the grievance involves a vendor, the vendor also needs a realistic amount of time to evaluate, investigate and if warranted, correct an issue. Information sent to the homeowner's association via US mail to an association officer or gmail account will be processed in a reasonable time frame.

SIDEWALK INFORMATION

"Every owner or occupant of any house... shall, during the winter season and during the time snow shall continue on the ground, by 9:00 a.m. every day clean the sidewalk in front of such house or building, and in front of which lot, from snow or ice, and keep it conveniently free thereof during the day. He shall also, at all times, keep such sidewalk clear from all dirt or filth, or other obstruction or encumbrance, so as to allow citizens to use the sidewalk in an easy and commodious manner."

Sidewalk Safety

Per city code enforcement: "Downspouts or drainage pipes that discharge onto the sidewalk, causing the walk to become slick and unsightly. This type of problem is considered an obstruction in the sense that it causes free passage on the sidewalk to become hazardous." See Municipal Code 99.020.

Per Article V, Section 6 of Westchester Ridge's restrictive covenants, "Surface drainage easements and common areas used for drainage purposes as shown on the Plat.... Such easements shall be maintained in an unobstructed condition..."

REPAIR INFORMATION

If the sidewalk in front of your house needs repaired, please call the City of Fort Wayne at 427-8311 or 427-1112 or visit cityoffortwayne.org. The City of Fort Wayne will cover 40% of the cost but the homeowner will need to go through the process, which is on the city's web site.

Signs at the Front Entrance

Please limit the placement and the length of time a sign is placed at the front entrance. Signage should be limited to realtor/open house or garage sale signs and should be placed away from the corner/sidewalk so drivers can see pedestrians/bikes approaching the crosswalk. Remove the sign as soon as possible so our entrance looks its best.
